In recent years, the conditions for the development of small and medium agricultural enterprises (SMEs) have begun to change for the better, but in general they continue to remain difficult and inadequate to the requirements of the time. As a result of the measures taken to reduce the spread of coronovirus infection in the Russian Federation, SME representatives have additional and exacerbated previous problems in the implementation of their activities. Therefore, the demand for a systemic, focused institutional agrarian policy increased. The aim of the presented study was to develop such anti-crisis areas of state support for SMEs that will help to increase or maintain their level of effectiveness in modern conditions, taking into account measures already taken by the Government of the Russian Federation to stabilize the country's economy. The paper describes the main subjects of SMEs, analyzes the state support of farmers, briefly discusses the essence of the main problems, directions and measures of state regulation of their further development. The SME sector is represented by a wide variety of forms with varying degrees of development and prevalence. The number of small organizations in agriculture in 2015 amounted to 58.3 thousand. The farming sector is represented by 205 thousand farms. In 2018, farmers received 4.69 billion rubles in the form of unconnected hectare support. from the federal and regional budgets (2 times less than in 2013). The share of all state budget funds in the cost of farm products is not more than 5-6‰. The article presents measures to address priority issues, the implementation of which will provide representatives of SMEs with minimization of the difficulties encountered in reducing consumer demand, wage labor, the likely cost of working capital and compulsory services.
In the new Doctrine of Food Security, adopted in 2020, the creation of a highly productive sector in agriculture, based on modern technologies, is one of the priorities along with improving the quality of life of the population and ensuring its quality and safe food products. This poses the task of studying the theoretical foundations of the development of agriculture and agricultural functions. For industrial regions, this is especially relevant, since the points of growth in the agro-industrial complex are the technical and personnel potential of industrial enterprises. The principles for the development of agribusiness in industrial regions are based on prevailing conditions and the factors of their functioning. The functions of agriculture in industrial regions are being transformed taking into account the fact that agricultural producers operate in special climatic and environmental conditions. The content analysis showed that the adoption of regulatory documents at the regional level is based on the prevailing conditions for the functioning of the agro-industrial complex, which is reflected in the frequency of mentioning marker words that relate to a particular agricultural function. For the purpose of an in-depth study of the functions of agriculture, systematized by the author indicators can be adopted, on the basis of which the mechanism for the development of agribusiness in industrial regions can be further improved.
The work focuses on the problems of strategic management of the location and specialization of agricultural production at the regional level. The main factors determining the location of agricultural production and industry specialization in agriculture are identified. A methodology is proposed for assessing the prospects of forming a strategy for regional development of agricultural sectors on the basis of groups of indicators for assessing the development of the regional agricultural sector for the purpose of constructing an effective spatial distribution system for agricultural production. The main stages of the strategic management of the location of industries and industry specialization in agriculture are identified, with the subsequent construction of a model for determining the regional strategy for managing spatial development in the field of agriculture.
The article provides an analysis of the current state of production and consumption of dairy products in the subjects of the Russian Federation. The percentage of milk supply of national production, relative to the consumption rate recommended by the Ministry of Health, is currently less than 60‰. To ensure the food security of the Russian Federation and to fulfill the existing shortage of consumption, according to the authors, it is necessary to put back into use about 16 million hectares of arable land, which is quite feasible, given the presence of more than 30 million hectares of previously used arable land. The article also touches on the issue of import substitution of dairy products. About 18‰ of the total production is imported, where the main supplier is the Republic of Belarus. For import substitution of dairy products, given the existing solvent demand of the population and milk yield on average 4 tons per year, it will be necessary to increase the dairy herd by 1 million cows, and in order to provide them with fodder, given the achieved level of agricultural technology, about 3,3 million hectares of arable land needed for that.
This article was prepared with the aim of unleashing trends and prospects for ovine meat production in Russia. In it, based on the analysis of time series of indicators of meat production an assessment of the current state and potential for the development of ovine meat production in Russia for the medium term was made.
The globalization of the world economy and climate change on the planet pose challenges to the world community in terms of ecology, biodiversity, sustainable food supply and social stability. The conservation and rational use of oceans, seas and marine resources to prevent global crises of the world community is the main task of the world community. The framework of The state program for the development of the fisheries sector for the period 2014-2020 and the strategy for the development of the fisheries sector for the period up to 2030 tasks are set to ensure the transition from the export - raw material type to an innovative type of development based on the conservation, reproduction and rational use of water biological resources, minimizing the negative impact on the environment. To reduce the environmental risks associated with pollution of water areas in areas where water biological resources are caught, it is planned to develop a national system of environmental certification of fisheries and industries.
Giving an objectively estimation of the situation in the agro-industrial complex of the country, one cannot but note the important role of a systematic assessment of external and internal environment factors associated with the development trends of individual product sub complexes. Sub complexes, having existing trends and conjuncture at the state level as a whole, are nevertheless more clearly delineated by the borders of regions and individual municipal units, and therefore, the assessment of factors prevailing at the regional level is of particular relevance. The goal of research is to assess the influence of external and internal environment factors of the soy subcomplex of the Amur region, to identify strengths and weaknesses, as well as potential opportunities and threats. The assessment of the factors that have the most significant impact on the functioning of the soy subcomplex of the Amur region, and the analysis of potential opportunities and threats depending on the influence of positive factors of the internal environment of the subcomplex are carried out.
In many countries small forms of management play a meaningful role and agricultural industry is no exclusion. Recently in Russia more interest is paid to the development of small business in agricultural production. The aim of this paper is in viewing of the current state of small subjects of business in Krasnodar Region, engaged in agricultural production and in discovering of common patterns based on shown data. As key results of this research may by considered the following: the estimation of government support and borrowed funds influence on performance of small forms of management in Krasnodar Region and justification of cooperation liability of these organizations in order to gain the maximum effect.

The purpose of the article is the determination of quantitative and qualitative trends, technical, technological and organizational-economic development of the Internet of Things in the agro-industrial complex, which forms an integral picture of changes and promising directions. n conclusion, an analysis is made of the prospects for the introduction and widespread use of the Internet of things in agricultural production.
An innovative way to develop the agricultural sector of the Russian economy is necessary, first of all, to ensure the competitiveness and sustainable economic growth of the Russian agricultural sector and is a real opportunity to adapt to the global economy. The relevance and importance of substantiating the methodological provisions of the innovative development of the agro-industrial complex sectors on the basis of technical and technological modernization is intensified due to the fact that this problem is particularly relevant in the current conditions of limited state resources, whose role in supporting the agricultural sector and transferring it to the innovative development path is increasing. The article presents approaches to the definition of innovative development. The modern stage of technical and technological modernization in agriculture, the conditions for its implementation is characterized. The features of the innovative development of poultry farming are shown. Poultry is one of the main food products in Russia, included in the list of socially important food essentials, in addition, the state of the poultry industry directly affects the level of food security in the country, which requires the selection of a sound development strategy that determines the formation of an innovative economy and meets objective requirements more effective implementation of innovative activities in the agricultural sector to achieve sustainable development of the country, increase well-being I population. In general, the results of the study confirmed that innovation in the agricultural sector is currently a promising area that is necessary and should be implemented, which will directly affect the innovative modernization of poultry farming.
