Technical supply is the most important component of the entire production cycle in the agro-food complex. The article considers the forms of supply of agricultural machinery and equipment in Germany, France and Canada. The methods of acquiring and using technical means of production in Russia are shown; the weak development of cooperative forms of technical supply in the country is noted. The features of purchasing, leasing, renting and purchasing industrial agricultural products on credit are revealed not only from the point of view of the mechanisms for providing the manufacturer with it, but also as types of obligations, contractual relations. The volumes of agricultural machinery supply are analyzed. Based on the data indicating a decrease in the provision of machinery and equipment, a conclusion is made about the need for structural changes in technical supply. Structural changes in economic relations in the field of technical supply with foreign suppliers are noted. It is proposed to apply in Russia the experience of other countries in the field of cooperative use of machines, equipment for more flexible and efficient supply, as well as maintaining national security in terms of the technical potential of agriculture.
The structural changes in the Indian dairy industry over the past three decades are reviewed, and those changes determine the further direction of the Indian dairy industry development. The stages of evolution of Indian agricultural policy at various stages of historical development are overviewed. Current economic environment is changing rapidly under the influence of growing food security risks associated with changes in the global food situation. With significant production resources and opportunities for developing export potential, India is capable of becoming a leading player in the global trade in dairy products and making a significant contribution to the collective food security of the BRICS countries.
The trends observed today in the development of foreign trade, investment activity, industrial production, changes in the national currency exchange rate, inflation picture and monetary policy indicate that together they will restrain economic growth in the sectors of the national economy. Small businesses together provide 40% of the total volume of agricultural production, being a full-fledged player in the food market and a guarantor of achieving food security for the country. It appears that the strategic goal facing about 22 thousand enterprises in the food and processing industry to ensure a guaranteed and sustainable supply of safe and high-quality food to the country's population has been achieved. With the introduction of an embargo on agricultural and food supplies from unfriendly countries in 2014 and a sharp change in the ruble exchange rate, the domestic food and processing industry received serious market and price support for growth. In this regard, the positive dynamics of its production indicators and the surge in investment activity by industry companies observed in recent years seem logical.
The paper presents an analysis of existing measures to support organizations of the Krasnoyarsk Territory engaged in agricultural production, which was the purpose of the study. Based on the analysis, the shortcomings of existing measures were identified and proposals to fill the deficits were substantiated. The hypothesis of the study is based on the assumption that all existing support measures are aimed at a quantitative increase in the resources used, which does not give the maximum possible effect, it is necessary to expand the list of support measures with an emphasis on intensive growth and development factors. In particular, there are no state support programs that would stimulate the introduction of digital technologies into production. For each program, a list of costs is proposed for which the allocated funds can be spent, but the issues of implementing automated systems are not directly reflected anywhere. The paper shows that much attention is paid to human resources in support measures, however, the analysis showed insufficient potential for their expansion in the region. The article also shows the institutional features of the state support system for organizations of the agro-industrial complex of the Krasnoyarsk Territory, which consists in the difficulty of orienting agricultural producers in a huge number of different support measures, many of which are duplicative. In the region, it is necessary to constantly provide consulting support to every farmer, starting from the establishment of the farm and at all stages of the life cycle, only in this way producers will be able to maximize all the possibilities of state support. These measures are aimed at improving the efficiency of the entire system of state support for agricultural producers in the Krasnoyarsk Territory. The proposed events will be of interest to representatives of the state executive authorities of the region, and anyone who studies the development of the agricultural sector in the regional context.
The article describes the economic and technical aspects of land allotment for the placement of pipeline transport facilities. The authors analyzed the practice of quantitative accounting for the volume of land ownership and land use under existing facilities of the main pipeline transport of oil, gas and petroleum products, as well as the area of the territory they encumber. According to open data, there is a tendency for the development of the main pipeline transport system in the territory of the Russian Federation with an increase in the length, occupied and burdened area. At the same time, there is no accurate information about the areas already occupied and burdened by the facilities of the main pipeline transport. From January 1, 2025, amendments to the Urban Planning Code of the Russian Federation come into force, according to which the issuance of permits for the reconstruction of existing pipeline facilities will be impossible in the absence of an established zone with special conditions for the use of the territory. A zone with special conditions for the use of the territory is considered established from the date of entering information about it into the Unified State Register of Real Estate. The adoption of management decisions by executive authorities when placing capital construction facilities is possible only on the basis of full-fledged information about existing and planned capital construction facilities, as well as the boundaries of zones established for them with special conditions of use of the territory.
Agglomeration of rural areas is an important area of state policy, it should contribute to the growth of the attractiveness of rural labor and lifestyle, ensure the control of land resources. The density of social infrastructure facilities in rural areas is decreasing, and the radius of their accessibility is increasing. The agglomeration of rural areas takes place on the basis of the concentration of development resources in strongholds and the existing administrative-territorial division, there is no concept of "rural agglomeration" in federal legislation, and a list of minimum necessary infrastructure facilities for each rural settlement has not been formed. When developing plans for the development of agriculture and rural agglomerations, it is necessary to take into account the location and potential of agricultural producers. These are mainly small forms, the solution of which is associated with increasing the efficiency of agricultural cooperation. In regions where infrastructure provision is growing, the interests of small businesses are taken into account and the development of agricultural cooperation is supported, high incomes in the industry and an increase in the standard of living of the rural population are noted.
The specifics of the alcoholic beverages market affect the analysis of its functioning. This is due to the fact that in each constituent entity of Russia the alcoholic beverages market has its own peculiarities: the location of producing enterprises, the culture of consumption, the structure of product sales. The assessment of the state of the alcoholic beverages market is important for determining possible options for regulating market participants in order to solve the tasks facing the authorities: reducing the volume of consumption of this type of products while ensuring the replenishment of the revenue part of the country's budget. The Central Chernozem region includes five regions, which are characterized by different levels of both production and sale of alcoholic beverages. The culture of alcohol consumption also requires analysis from the position of the structure of alcohol sales, which partially characterizes the social aspect of the region and the preferences of the population at the present moment.
The article examines the effectiveness of using the economic potential of milk processing enterprises in the Kirov region. The main stages of the development of approaches to the essence of an organization's economic potential in domestic science have been identified. The importance of considering the economic potential of dairy processing enterprises from the point of view of a systems approach is substantiated, which allows taking into account the interaction of all elements of the production and supply chain, from raw materials to the sale of final products. The article provides an analysis of sales of dairy products and assesses the influence of various economic factors on the development of milk processing enterprises in the Kirov region. The dynamics of sales volumes, the structure of the product range, as well as key indicators of economic efficiency, such as profitability, liquidity and asset turnover, are considered. The article provides a forecast of demand for dairy products, showing an increase in demand for most types of dairy products, which can positively affect the more efficient use of the economic potential of the region's dairy processing enterprises. A methodology has been proposed for assessing the effectiveness of using the economic potential of dairy processing enterprises, which includes not only increasing financial stability and efficiency of resource use, but also their adaptation to changing market conditions. The use of the methodology will allow us to identify ways to increase competitiveness and ensure sustainable development of dairy processing enterprises in a changing economic environment.
The article considers current issues of providing personnel for the agricultural sector of the regional economy, implementing the goals and objectives of food security in Russia and almost everywhere experiencing difficulties in forming the necessary composition of qualified workers. The conceptual apparatus and modern requirements for the knowledge and skills of personnel used in innovative technologies in production have been clarified. The main problems of staffing of agriculture, the source of which is the difficult demographic situation, low standard and quality of life of the rural population, and specific features of the industry, are systematized. The results of a comparative analysis of staffing of agriculture in the regions of the Volga Federal District are presented with an assessment of their variation by the most significant factors, identification of general patterns and individual conditions. Particular attention is paid to the professional education of personnel in the agricultural sector of the economy, the integration of educational institutions, public authorities and agricultural producers on issues of education and quality assurance of training specialists of the required quantity and quality.
The development of rural areas is an urgent area of research. The analysis of the research allows us to assess the level and trends of scientific interest in the topic. The aim of the work is to get a general idea of the state of research in the field of rural development. The dataset contains 5,530 scientific articles hosted in the Elibrary library. The author considers the distribution of publications by organizations, scientific journals, and years. The analysis of keywords is carried out, the systematization of the subject areas of the most cited studies is proposed. It has been revealed that the most authoritative publications publishing scientific articles on the topic of rural development are the journals "Agroindustrial Complex: economics and management", "Economics of Agriculture in Russia", "Economics of agricultural and processing enterprises". Based on the analysis of the headings of publications, it is proposed to identify the following subject areas of research in the field of rural development: concept and models of development; state and municipal management; economic development; development potential and resources; spatial development; social development and infrastructure; security and quality of life; employment and incomes of the rural population; demographic development. The main conclusion is that the "scientific landscape" of the topic of rural development is not subject to change, the positive point is the tendency to conduct interdisciplinary research.
