The article considers the factors that determine the possibility ofprice domination of buyers in primary ag-ricultural markets. Analyzes the activities of the resellers on the informal market for agricultural products. The diffi-culties ofpractical organization of income redistribution in food chains through the pricing mechanism are revealed.The current procedure for the detection and elimination ofprice violations in the field of retail trade is criticized. Thevalidity of the accusations of retail chains in price abuse is estimated. The concept of the domestic food aid programdeveloped by the Ministry of agriculture is analyzed.
The production of organic farming products remains one of the most important directions of agrarian poli-cy, which must be solved by the world community, because, despite the development of innovative technologies, socio-economic transformations and structural changes in agribusiness, which contribute to the growth of production ofagricultural products, raw materials and food, the UN experts believe, the increasing of incomes and welfare of thepopulation will stimulate the demand for organic food. The purpose of the study is to determine the complex ofmeasures for the development of organic agriculture based on the study of indicators characterizing the modern de-velopment of agriculture, analysis of the current situation in the markets of agricultural products, raw materials andfoodstuffs in various countries of the world, and assessing the existing issues. In addition to methods of induction anddeduction, the authors used methods of comparative analysis, abstract-logical, monographic. As a result of the study,the authors concluded that the production of organic farming products has a synergistic effect and potential, material-izes the principles of ecology, health, justice, care and contributes to the sustainable development of the agro-industrial complex. For the development of organic agriculture, a number of measures are needed at both nationaland international levels. Primary are the identification of the advantages of the existing systems for the production oforganic farming products, the definition of a clear policy of sustainable development and the place of organic prod-ucts in traditional agriculture, and the support to agricultural organizations of all forms of ownership that are trans-formed into organic farming.
In the distributive relations of the agrarian sector of economy of Russia the provisions of the neoliberal the-ory underestimating a work factor role and therefore braking the solution of the becoming aggravated problem ofincrease in its profitability still dominate. Therefore the purpose of article is the development of conceptual provisionsof the theoretical platform of a research offormation of decent profitability of labor in agriculture. These objectiveswere achieved on the basis of assessment of the situation with profitability of labor in branch, organizational and eco-nomic conditions of her formation, studying of domestic and foreign literature on the problem. The need of symbiosisof a number of economic theories which provisions allow to investigate formation ofprofitability of agrarian labor inits movement to a paradigm of a decent level is as a result proved. The main of these theories are: labor theory ofcost, theory of factors of production, theory of human development and institutional theory.
The article deals with the main issues of development of the market of meat products of cattle breeding. Thework of various enterprises for growing, fattening, slaughtering, processing, storage and sale of both live cattle, beefand products of its processing, differing in size and amount of produced and sold meat products, production direc-tions, economic and financial results is evaluated.
The article analyzes the indicators that form competitive advantages of crop production in Russia and in thecountries of the Eurasian Economic Union, such as: the size of agricultural land, the amount of arable land, produc-tion per capita, the share of agricultural exports in output, yield and average producer prices.
To date, Russia's agrarian policy is aimed at developing and effectively using the innovative potential, with-out which it is impossible to accelerate the growth rates of agricultural production and increase its competitiveness.Predicting market trends and justifying the methodology offorecasting is extremely important for the livestock sector,which has been in a severe financial crisis in recent years, the consequences of which will continue to affect over along period. Therefore, the formation of an effective competitive livestock sector is a strategic direction of the coun-try's agricultural policy. The main problems of the livestock sector are: a backward material and technical base, theuse of obsolete technologies and high production costs. The current situation in the development of animal husbandryrequires a wide use of effective and efficient means of solving the accumulated problems for a qualitative transfor-mation of the industry. Growth in the livestock efficiency in the country is possible in the case of a broad developmentof innovative activities located in the regions of Russia. Stabilization of the livestock sector is impossible without sci-entific support, improving the material and technical base and active investment support from the state. To solve theabove tasks, the construction and justification of the forecast scenarios for the development of the market for livestockproducts is relevant which determined the choice of the research topic.
In the article the production of grain is analyzed in dynamics in the country as a whole and on the maingrain crops. Significant relativity of the total production of grains and its yielding per hectare because of a low tech-nical and technological supplementation of the grain branch in comparison with the countries with developed econo-mies and also because of significant fluctuations on years of agrometeorological conditions of agricultural produc-tion and the negative influence of large-scale droughts in various regions is indicated. It is noted that there is a highproportion of imported tractors and grain combines entering the agricultural production, which are significantly su-perior to domestic machines in terms of the main technical characteristics. A number of organizational and economicmeasures are proposed to develop the production potential of Russian grain production on an innovative basis, in-cluding the creation of its own base of domestic agricultural machinery on the basis of the adoption of the relevantFederal target program.
Currently, the Russian government pays much attention to supporting agricultural consumer cooperatives,including the provision of grants for the development of the own equity. However, the current support measures arenot sufficient, in the last four years number of cooperatives has decreased by 12.8‰. With the purpose of activatingthe cooperation processes, the Ministry of Agriculture of Russia has tasked regions to establishment not less than1500 agricultural consumer cooperatives in 2016-2017. An analysis of the dynamics of their numbers allows us toassess current trends and develop more effective mechanisms for supporting agricultural cooperatives.
The present paper contains an analysis of the problems of implementation of clusters as a tool of increase ofeffectiveness of the agro-industrial complex of the Russian Federation. It is demonstrated that these problems arelinked with the contradictions in the understanding of the nature of clusters as well as with the fact that clusters as atool of cooperation were initially proposed for industry, not for agriculture. Possibilities of adaptation of the conceptof clusters to the specificity of the agro-industrial complex are described. Propositions concerning implementation ofother forms of networking cooperation (as outsourcing) in agriculture are formulated.
The perspective of the Russian agricultural cooperation reflected in the book by A.A. Nikonov ""A spir 'the centuries-old drama: agrarian science and politics in Russia of the XVII-XX centuries" is rethinked. Proceedfrom multifaceted historical experience, the attempt to interpret the provisions and criteria stated by A.A. Nikonov ona modern situation in the Russian agro-industrial complex is made. Propositions on determination of potential base ofcooperation and development of plans of its development are given.
