Abstract: The relevance of the topic is due to the systemic problems of investment activities in the agricultural sector of Russia, where the fragmentation of enterprises, limited resources and high risks restrain development and threaten food security. The existing methodological gap between strategic investment planning at the micro level and the benefits of cluster integration determines the need to develop an integrated approach. The purpose of the study is to develop methodological foundations for the formation of an investment strategy for an agricultural enterprise based on clustering principles to maximize synergies. The paper uses a set of methods, including an analytical and synthetic approach, content analysis, structural and logical design and a method of discounting cash flows. As a result, the factors influencing the investment strategy were systematized taking into account the cluster context, a scheme for its development process was developed for the cluster member enterprise, and the architecture of the agricultural investment cluster was modeled. A classification of synergistic cluster effects is proposed, and as a key criterion for its effectiveness, an increase in the cost of agribusiness, calculated taking into account social expenses, is justified. The key conclusion is that strategic clustering, implemented through vertically integrated structures, forms a sustainable synergistic effect that helps to overcome investment stagnation, increase competitiveness and strengthen food security. The practical implementation of the model requires institutional support, including the formation of a regulatory framework for partnerships and the development of regional infrastructure.
