Abstract: The relevance of this study is determined by the aggravating shortage of personnel in the Russian agro–industrial complex, which reached 200 thousand people by the beginning of 2025, with the number of employees decreasing from 4.51 million people in 2021 to 4.27 million in 2024. The objective of the study is to develop a methodology for a comprehensive assessment of the factors shaping the human resources potential of the agro–industrial complex based on the analysis of statistical data and the integration of demographic, technological, financial, and educational indicators. The methodology includes a statistical analysis of data from the World Bank, the Federal State Statistics Service, and the Ministry of Agriculture for the period 2020–2024 and the development of a system of integral indices with a detailed description of the components and calculation procedures. The results are presented by an analysis of key indicators of human resources potential, which revealed a decrease in the number of employees by 5.3% with an increase in the relative level of wages from 67.7% to 73.1% of the economic average, and the author's methodology for calculating the integral index of human resources potential based on four factors. The practical significance lies in the potential application of the developed methodology for monitoring the status and forecasting labor needs in the Russian agro-industrial complex in the context of digital transformation.
