Abstract: The flour and cereals market includes many product items, among which are wheat and rye flour of various grindings, malt, starch, gluten and various types of cereals. The importance of Russian flour and cereals products is associated with the advantages expressed in a wide range of flour (more than 7 types), low cost, high quality and naturalness. Therefore, there is a need to study the state and features of the development of the flour-milling segment in the constituent entities of Russia, to determine modern trends in export-import flows in the market of wheat and wheat-rye flour, to consider price dynamics in importing countries. The purpose of the work is to identify specific aspects characteristic of the development of the Russian market of wheat and wheat-rye flour in modern conditions and to determine the significance of this food segment in the group of flour and cereal products. The specified studies were based on such methods as deduction and induction, comparative, graphical and tabular methods of data presentation. The work identifies flour exporting regions and consumers of the food segment in the external market. The price parameters of some countries that have been considered partners in the framework of the studied products for many years are given. According to international organizations, the importance of the flour-milling segment in the structure of exported flour and cereal products of Russia is specified.
