Abstract: The paper assesses the current state of the agricultural potential of the Oryol region. The organizational and functional structure of the main department responsible for the implementation of state policy in the development of the agro-industrial complex of the region - the Department of Agriculture is considered. Presented and reasonable motivation system based on the methodology for assessing the effectiveness and efficiency of the head of the Department of Agriculture of the Oryol region. It is an algorithm of evaluation technologies, procedures and methods that will allow you to get a quick assessment of professional activity, and also contains the procedure for organizing and conducting a comprehensive assessment and taking into account the results of evaluation in activities in the system of material incentives for labor. A material incentive system was proposed for the head of the Department of Agriculture, contributing to the implementation of strategic objectives for the development of the region and for establishing a link between the effectiveness of their activities in the development of the regional agro-industrial complex and the system for motivating and stimulating their work.
