Abstract: Building sustainable agri-food value chains is an important challenge for a country's food security. The development of the dairy industry, as a general value chain, involves the creation of equal conditions for the functioning of all its links: the production, processing and sale of milk and dairy products. At the level of regional agro-industrial complex, value chains can be formed on the basis of agricultural holdings, a contract system, as well as horizontal and vertical cooperation. It is important to form a system of economic relations between business entities within the chains, including through state support measures, in such a way that the interests of each of them are equally taken into account.
