Abstract: Due to the fact that human capital is the most important element of economic development, it is advisable to consider how this economic category is affected by the increase in the retirement age in the country. In this regard, the authors identified the problems of human capital management in the conditions of increasing the retirement age. The first problem is the uneven use of the human capital of employees of retirement and pre-retirement age in the public service. The second is seasonal fluctuations, when there is a peak load on young professionals in certain industries. The third problem is the succession of generations. In addition, the article discusses the concept of "an employee of preretirement age, the number of pre-retirees and pensioners in the Altai Republic is determined.
