Abstract: The paper focuses on the role of human resources as a factor in the innovative development of the agro-industrial complex. Why were considered: a change in the personnel composition of agricultural organizations of the Russian, a change in the number of certified managers and specialists with different levels of education, the level of education of specialists in the main production services in 2021, the level of education of workers of mass professions in agricultural organizations of the Russian Federation. Also shown: the distribution of graduation from universities subordinate to the Ministry of Agriculture of Russia in 2019-2021, the number of postgraduate and doctoral students of agricultural universities. The directions of employment of young specialists trained in agricultural universities at the expense of the federal budget are highlighted. It has been determined that in order to form human resources for the innovative development of agricultural production and rural areas that can ensure the country's food security, it is necessary to implement a set of organizational, regulatory and economic measures.
