Abstract: The value of land valuation, payment systems for agricultural land – cadastral and market value, land tax, rent plays an important role in the economic regulation of land relations, their civility, forcing full responsible environmentally safe agricultural land use, the development of the land market, ensuring access to land and the transfer of land to efficient land users, the formation of reliable land capital with an ever-increasing value and in filling local budgets with financial means necessary for the development of the territory and improving the quality of life of people, living on this territory. A civilized system of land valuation and land payments is able to fill the public treasury without excessive recourse to taxes that suppress productive labor and entrepreneurship. The advantages of a financial and tax system based on a fixed source of public income with minimal costs for their collection are obvious. The problem of existing land payments is to determine their role in the taxation system of agricultural production – the land tax is so small that it cannot be considered as a significant means of regulating agricultural land use.
