The low level of involvement of farmers and personal subsidiary farms in cooperative activities can now be considered both as a reason and as a consequence of the fact that cooperatives are small, have insufficient material and technical resources, and do not play a significant role in agri-food value chains. The article discusses possible ways to solve the problem of small agricultural consumer cooperatives. The task is to find growth points, identify mechanisms that stimulate the growth of the cooperative's membership base. To solve this problem, a methodology for selecting cooperatives is proposed in order to organize a system of interaction between the cooperatives themselves and their members using the capabilities of digital platforms. The development of such links will contribute to the emergence of network effects – an increase in benefits for network participants due to an increase in the number of such participants. Cooperation between cooperatives and direct links between their members can be considered as a hybrid form of the second level of cooperation. The formalization of informal cooperative ties through digital platforms administered by cooperatives should lead to the actual expansion of their membership base. The method of selecting cooperatives involves their spatial clustering, taking into account the main type of activity and subsequent assessment of financial indicators. The proposed method is implemented using the example of the Penza region

The price parameters of some countries that have been considered partners in the framework of the studied products for many years are given. According to international organizations, the importance of the flour-milling segment in the structure of exported flour and cereal products of Russia is specified.
in recent years, the aquaculture products have been noticed outpacing industrial fishing products. The reason for this phenomenon lies in the growing world population that requires an increasing amount of produced and consumed food. Fish products and seafood, in particular, play vital role in providing animal protein for a healthy lifestyle. The Food and Agriculture Organization (FAO) forecasts that aquaculture production will increase to 201 million tons by 2030. Most of this increase will come from developing countries. Today, commercial aquaculture has become an essential part of the fishing industry in many countries, as it is a rapidly growing and promising economic activity. There are very good conditions and opportunities in Russia for the further development of this industry due to its abundance of lakes, rivers, and coastal waters. These factors make it an ideal location for growing fish and seafood products. At the initial stage of the aquaculture development, all required equipment was purchased abroad. This practice was justified before, but now the current high dependence on imports of the main components for commercial aquaculture causes numerous issues for Russian producers. These risks may turn into suspension of work of large companies that cultivate Atlantic salmon. Measures to stimulate the development of the fisheries sector, which were implemented under different circumstances, are no longer effective in terms of production growth. New support measures and adjustments to the regulatory framework are required to achieve the desired results. The state authorities are considering amendments to current legislation regarding the possibility of clarifying the boundaries of fishing sites in order to increase the investment attractiveness of aquaculture. This would allow regions to implement these facilities and explore the opportunities for boundaries change and production control. With the right and systematic application of natural, technological, and scientific advantages, along with the necessary investment, Russia has a high potential to address these challenges in a timely manner.
The shortage of personnel is systemic in all sectors of the economy, but it is especially felt in the agro-industrial complex. At the moment, the agro-industrial complex is in need of personnel, which is estimated at 200 thousand people. The main source of personnel may be specialized educational institutions, but only 6-8% of graduates of agricultural universities are employed in the industry after graduation. In the context of the ecosystem approach, the article examines the process of human capital formation as a step-by-step development of employee competencies and talents. The features of each stage are considered from the point of view of the life cycle of the specialist training process related to training, starting from a secondary educational institution and continuing throughout the entire life cycle of additional training to maintain the level of competencies requested by the labor market. The authors take into account the fact that not everyone is ready for continuous learning. The costs that are formed at each stage of the formation of human capital, participants and beneficiaries are determined. As a result, a new problem has been formulated: being the main investor in the negative and passive stages of human capital formation, the state receives a return on investment only starting from the third stage of human capital formation. The business, practically not participating in the initial investments, is the beneficiary of the state's investments already at the second stage. The authors conclude that additional measures are necessary on the part of the state to involve representatives of the business community in training personnel for the industry from the first stage of human capital formation.
The article substantiates the relevance of developing a methodology for the formation of efficient-oriented labor relations in the context of a shortage of personnel in the agro-industrial complex, the outflow of the working population from the village, the transformation of economic relations, and fierce competition both in the sphere of production of means of production and in the market of agricultural products supplied to retail trade networks. The need to develop a methodology for the formation of efficient-oriented labor relations at manufacturing enterprises of the agro-industrial complex is substantiated in order to eliminate the discrepancy between the current state of labor relations and the changed basic socio-economic interests of capital owners, employers and employees. The content of the concept of "efficient-oriented labor relations" is substantiated and disclosed, methodological principles, methods and an algorithm for the formation of efficient-oriented labor relations between capital owners, employers and employees are presented. Four types of labor relations are distinguished regarding the increase in the efficiency of employees and the organization. Conclusions and practical recommendations are made on the application of methods of formation in the conditions of modern manufacturing organizations of the agro-industrial complex.
The article discusses the issues of analyzing and evaluating rural development in the context of the state policy on rural areas and the rural economy. The author suggests that the methodological basis for rural development research could be strengthened by using geoinformatics and spatial analysis methods more widely. This would require working with the smallest possible units of space and ensuring its continuity, considering various rural-urban forms and their interactions. From this perspective, the author proposes a potential application of this methodology to a "rural spatial continuum", which includes not only rural areas but also small and medium-sized towns adjacent to them. To model this continuum, they suggest using a database of geospatial data detailed by spatial elements. The methodology for researching and assessing the rural development of a macroregion is described conceptually by the author, based on methods of spatial econometrics, geospatial analysis and mapping. This involves the typologization and profiling of rural areas, using regionalization to divide the territory, as well as analyzing indicators of agricultural performance and socio-economic indicators.

The article is devoted to the problem of technological modernization of the agricultural sector of the country's economy based on the institute of innovative and investment development of the agro-industrial complex of the company JSC "Agroleasing" (hereinafter also the company). Western political and economic sanctions of unfriendly states have become the reason for close attention to this problem. The work considers the goals and objectives of the company in modern geopolitical conditions, studies its potential, main problems and ways to solve them. It is noted that over the 20-year period of the company's activity, the total investment volume exceeded 600 billion rubles, which made it possible to deliver 145 thousand units of equipment to the agricultural sector. JSC "Rosagroleasing" works with all plants, presents more than 15 thousand samples of machinery and equipment and serves 18 thousand clients, of which 85% are small and medium-sized businesses. The company's potential is evidenced by the fact that every 3rd tractor and every 3rd combine in the country's agricultural sector was purchased under Rosagroleasing programs. It has been established that currently the bulk of the equipment purchased by the company is mainly of Russian and Belarusian manufacture, which indicates priorities towards import substitution. The main problems in the interaction of agricultural producers with the company have been identified and ways to eliminate them have been outlined. The company has programs when participants in the agricultural business can build a turnkey farm, processing plant, flour mill or seed plant. In this case, the leasing period can reach 15 years. It is noted that among other advantages of cooperation with the company, flexible payment schedules and mandatory insurance of the purchased equipment should be highlighted, while the technical equipment itself is collateral. The company actively continues to open branches, which will allow agricultural producers to make the optimal choice of technical equipment taking into account the natural and climatic conditions of the region and increase the amount of equipment purchased. Rosagroleasing pays great attention to unmanned aerial vehicles, which allow to significantly reduce costs in mastering modern technologies of mapping and objective monitoring of fields. Mechanisms and tools for improving state support for preferential leasing, which are focused on the interests of the lessee, are proposed.
