The article discusses aspects of further improving the management mechanism development of a corporate sector of the national food supply system, given its role and significance n the formation of food market resources and effects on the state of natural resources and the environment. Refinement of control mechanism and is proposed its exposure parameters on used natural resources and the environment taking into account compliance with the subject to production technology of crop and livestock products. Based on this, elements of improvement are proposed of mechanism for managing the development of the sector of large agricultural production in the national food supply system.
The work is devoted to the problem of the development of state regulation of regional agribusiness in modern conditions. The study substantiates the main directions of improving the system of state regulation of agricultural producers, refined the management scheme of the agro-industrial complex, which provides for the implementation of an innovative model, carried out a forecast assessment of the dynamics of the volume of state support for agricultural investment in the Krasnodar Krai. The work also outlines the priorities of state financing of the agro economics on the basis of a single subsidy, which allows optimizing the system of inter-budget transfers, contributing to the effective redistribution of funds between the levels of the budget system and increasing the responsibility of the regions for choosing directions, volumes and proportions of state support and their implementation.
In the article the main directions and mechanisms of the Strategy of adaptation of agriculture and agriculture of Russia to climate change are proposed and justified. The expansion of international and interregional trade, as well as the development of warehouse infrastructure for the storage of agricultural raw materials and food, plays an important role in the Strategy. Important areas of the Strategy are the development of adaptive soil, plant and livestock technologies, as well as technologies that reduce the negative and increase the positive effects of climate change. A special role is given to the information support of the Strategy and the system of models for assessing the impact of climate change on agriculture.
Currently, there is a growing need for further improvement of provisions of the methodology of justification, and for practice of methodological support of the process of credit regulation of investment activity with the participation of the state. The state is called upon to intensify regional investment opportunities through the improvement of credit instruments to ensure the growth of attractiveness for investment activities. The practice of implementation of these copyright developments will contribute to the economic growth of the regional agricultural economy, as well as create new jobs. The purpose of the scientific solution was the need to prepare a methodology for improving the quality of credit collateral aimed at the final result, which, in practice, is in demand. The research methodology is based on scientific statements formulated by domestic and foreign researchers. The informational base of the study includes reference books, standards, regulations, periodical publications, Internet information, logic, and calculations of the authors. Abstract, monographic, comparative, computational, economic, graphic methods, and econometric modeling were used in the study. Agricultural practice requires a higher level of state support for the process of investment renewal and development of agro-industrial production, especially in the practice of attracting long-term credit resources. In these conditions, the search for the optimal level of state subsidies of the refinancing rate, in order to maximize the return on investment in support of agricultural producers of budgetary funds, is a very urgent task. Calculations, based on our recommended methodology, have shown that compensation by the state of the Bank credit rate at the level of 8.2‰ (even at today's refinancing rate of 7.0‰) in current market situation is the most profitable support option, as it provides an optimal ratio of tax revenues (tax burden), high investment activity, and the benefits of doing agricultural business.
The article notes that many factors influence the development of agriculture, most of which are of a managerial nature. In this regard, it was concluded that the main condition for improving the efficiency of the industry is to improve the public administration system. Organizational and economic measures aimed at clarifying the functions, structure and methods of functioning of this system, the implementation of which will contribute to the harmonious development of agricultural sectors, increase its competitiveness in general.

The article presents the results of the study of measures to ensure the competitiveness of the agricultural and processing sectors of the leading exporters of agricultural and food products. The possibilities of mutual adaptation of foreign experience and domestic realities are analyzed.
According to the results of the analysis, certain features of the technical and technological modernization of potato growing in the Republic of Belarus are revealed. It is established that for the period 2010-2018. gross potato production in Belarus decreased by almost 2 million tons (or 25.1‰), however, the country is still one of the largest producers in the world, occupying 11th place. Potato productivity in the Republic of Belarus for the period 2014-2018 tends to increase, which is associated with a fairly high level of technical equipment, the use of new highly productive varieties of potato of Belarusian selection, as well as the introduction of scientifically based standards of organic and mineral fertilizers. Under the State Program for the Development of Breeding and Seed Production of Grain, Leguminous, Technical and Feed Agricultural Plants for 2014-2020. It is planned to strengthen the material and technical base of seed producers: technical re-equipment of scientific organizations with breeding and seed-growing agricultural machinery and equipment. Studies have shown that the potato sub-sector of the Republic of Belarus has significant potential for increasing production volumes of both fresh potato and its processed products. At the same time, it is necessary to continue implementing a set of measures, including state support, for its further effective development.
Negative trends in the technical and technological equipment of domestic crop production are noted, which hinder the increase in production volumes and the competitiveness of industry products. An improved methodology is proposed for assessing the effectiveness of investments in the innovative development of the technical and technological base of crop production, taking into account the size, price and structure of the invested capital, technical and operational and price characteristics of the acquired means of mechanization, automation and robotization of production processes, as well as additional income received by producers from lower operating costs to carry out mechanized field work, increase volumes and improve product quality. The economic efficiency assessment of the introduction of innovative precision farming technologies in crop production in agricultural organizations of the region with different sizes of land use was evaluated.
The main objective of the study was to assess the prospects for import substitution in the energy capacity market for agricultural development in Russia. As a result of the study, the dynamics of updating the fleet of agricultural machinery is assessed. Based on a detailed analysis of the intensity of production of energy carriers for agriculture in Russia, as well as mechanisms of state support for agricultural machinery, recommendations are made on the formation of import substitution conditions in the markets of self-propelled vehicles in the country. We concluded that the production of agricultural products, due to its technological specificity, is energy-intensive, from the point of view of the need to provide energy capacities. Energy in agriculture is formed by self-propelled machines (self-propelled harvesting equipment - combines, tractors of various draft classes, and other self-propelled machinery for technological operations). Based on the analysis, the article shows the availability of energy capacities of agricultural producers, the share of imported equipment as an element affecting food security, offers on the development of the agricultural machinery market in the context of the implementation of the import substitution policy.
