Abstract: The article analyzes the effectiveness of agricultural adaptations to climate change adopted in international agreements and innovations in water use. It is necessary to apply a systematic approach, take into account the long-term in time, diversity in impact areas, as well as give an adequate assessment of the relevant risks, develop and apply measures to manage these risks both at the state and global levels.
