Abstract: In the new Doctrine of Food Security, adopted in 2020, the creation of a highly productive sector in agriculture, based on modern technologies, is one of the priorities along with improving the quality of life of the population and ensuring its quality and safe food products. This poses the task of studying the theoretical foundations of the development of agriculture and agricultural functions. For industrial regions, this is especially relevant, since the points of growth in the agro-industrial complex are the technical and personnel potential of industrial enterprises. The principles for the development of agribusiness in industrial regions are based on prevailing conditions and the factors of their functioning. The functions of agriculture in industrial regions are being transformed taking into account the fact that agricultural producers operate in special climatic and environmental conditions. The content analysis showed that the adoption of regulatory documents at the regional level is based on the prevailing conditions for the functioning of the agro-industrial complex, which is reflected in the frequency of mentioning marker words that relate to a particular agricultural function. For the purpose of an in-depth study of the functions of agriculture, systematized by the author indicators can be adopted, on the basis of which the mechanism for the development of agribusiness in industrial regions can be further improved.
