Abstract: The relevance of the study is due to the fact that, to ensure the normal functioning of any sector of the economy, it must be provided with infrastructure, which is a set of institutions that provide participants with access to various resources, creating favorable conditions and providing a variety of services that reduce the total cost of obtaining the result of scientific and technical activities and its commercialization. The purpose of the study was to consider the issues of innovative development of agro-industrial complex on the basis of the creation of new institutional forms that ensure the formation of a balanced, sustainable sector of research and development in the field of agriculture of the countries of the Eurasian economic Union (for example, the Eurasian agricultural technology platform).
