Abstract: The relevance of the research is caused by the fact that the innovative hi-tech development of agro-industrial production needs the corresponding staffing. However in questions of staffing of agro-industrial complex and the strategy of development for personnel potential for the digital agricultural industry there is a set of the debatable moments. Allocation of the separate direction on forming of personnel potential in programs of digital economy is aimed at providing digital economy with a competent personnel through institutional improvement of an education system. Dynamics of employment in labor market and increase in a share of hi-tech high-performance jobs shows need of additional institutional regulation for forecasting of economic development of agro-industrial complex. Special attention is paid to forming of high-performance jobs in the conditions of digitalization of agricultural production. The role of the state in improvement of labor market through standard and institutional correction of structure by means of professional standards and the HR policy in agro-industrial complex in interrelation and interdependence is noted. The purpose of the article is determination of trends of quantitative quality characteristics of staffing of agro-industrial complex and the directions of strategy of the HR policy of agro-industrial complex. The research is based on system, institutional and cross-disciplinary approach to the analysis of statistical data and also foreign and domestic experience of development of personnel potential in the conditions of digital economy.
