Abstract: The increase in the efficiency of use of energy resources is directly related to the modernization of the technical base of agriculture. Modern energy capacity allows the use of resource potential with maximum effect. A key stimulating factor aimed at upgrading the energy base is government support, which is implemented through various programs. In agriculture, considerable state support for technical and technological modernization is carried out within the framework of the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets for 2013-2020. The article analyzes the effectiveness of state support measures, assesses the goals and objectives of the state program, target indicators and indicators and their values, the structure of the state program in terms of its connection with problems in the industry (sphere) of the state program and the potential (reserves) of the industry (sphere) development, assessment the level of reach ability of the state program objectives in the implementation of the constituent components of the state program (projects, subprograms, main activities) - the structural integrity of the state program, the assessment of the reasons for the deviation achieved values of indicators (indicators) of the state program from their target values (both negatively and positively), Risk assessment of failure to achieve target values of indicators (indicators) of the state program in 2019-2020, suggested possible actions to reduce the risks of non-achievement of target values of indicators ( indicators) of the state program in 2019-2020 (except for the revision of targets), justified proposals for maintaining or changing the goals, target indicators (indicators) of the state program, proposals for amended Funding (optimization) of budget allocations, based on expert assessments of the effectiveness of the state program implementation, also developed proposals for the inclusion of new elements (projects, subprogrammes, main activities) in the state program, in addition to those available in order to increase the efficiency of the state program implementation.
