Abstract: The article is devoted to the analysis of modern strategies and tools for the development of domestic livestock breeding in the context of the tasks of ensuring technological sovereignty and food security of the Russian Federation. The key problems of the industry, including high import dependence in the field of genetic resources, feed additives and technologies, are investigated on the basis of systemic and integration approaches. The paper considers in detail the mechanisms of state support within the framework of the Federal Scientific and Technical Program for the Development of Agriculture and the national project "Technological provision of food security". Using the example of practical cases – the creation and implementation of the domestic meat chicken cross "Smena 9", the implementation of genomic breeding programs in cattle breeding and the deployment of the Federal State Information and Analytical System of Breeding Resources (FGIAS PR) – the results achieved and the remaining systemic limitations are shown. It is concluded that it is necessary to move to a new integration model of development based on close cooperation between government, science and business, deep digitalization of processes and comprehensive solution of personnel problems in order to achieve long-term competitiveness and technological independence of the agro-industrial complex.
