Abstract: The article provides a retrospective review of the works of domestic and foreign scientists devoted to the role, development and formation of human capital, assessing its importance for the economy of states. The purpose of the research was to form a systematic knowledge about the contribution of Russian scientists to the formation of the modern paradigm of human capital in the labor economy. Using scientific research methods, a comparison of the sequence of development of ideas about the importance of human resources for the state, the conditions of its growth and development, and the tools for the most productive involvement of labor resources in the economy in the works of Russian and foreign scientists has been carried out. In post-Soviet studies and educational literature devoted to labor and human resource management, one can observe a certain oblivion regarding the contribution of domestic scientific thought in favor of increasing the importance of the work of foreign researchers. At the same time, an analysis of the evolution of labor science based on the study of primary sources – the works of Russian and foreign scientists, allows us to conclude that during the formation of the modern paradigm of human capital, it was representatives of the Russian scientific school who became the discoverers of many of its aspects, as shown by the review conducted in this article. It is noted that up to the second half of the twentieth century, agriculture was the object of observation for the formation of scientific positions. However, the sectoral features of the development of human capital under the influence of the industrial revolution directly relate to the resource and processing sectors of the agro-industrial complex, agricultural machinery, rural construction and the processing industry.
