Abstract: The relevance of the research topic is due to the exhaustion of the recovery model of growth in Russia's agro-industrial complex (AIC) and the need to overcome the critical technological dependence and spatial asymmetry of the industry in the context of geopolitical turbulence. The paper presents a theoretical and methodological justification and practical development of a new Concept for Russia's regional agricultural policy. Based on the analysis of data arrays for 2014-2024, mechanisms have been developed to overcome interregional disproportions and ensure the technological sovereignty of the agro-industrial complex. The problem lies in the fact that the unitary federal support measures do not correspond to the specific needs of the regions, leading to disproportionate development and stagnant profitability for producers. The purpose of the work is to provide a theoretical and methodological basis for the development of a new Concept of regional agricultural policy that ensures a transition from gross volume growth to intensive growth of added value and technological sovereignty. The study uses methods of system analysis of statistical data from 2014 to 2024, scenario forecasting, and territory typology. The results of the study suggest abandoning a unitary policy in favor of a matrix-cluster management model. The author has developed a typology of Russian Federation constituent entities (from the "export core" to "socially significant territories") with differentiated mechanisms of state support.
