Abstract: This article examines the mechanisms for formulating state policy in food security. The relevance of this topic is linked to the changing external economic environment, increasing demands for the sustainability of the agri-food system, and a shift in government focus from a narrow understanding of self-sufficiency to a more complex model that takes into account institutional coordination, economic accessibility of food, regional heterogeneity, and the state of industry infrastructure. The scientific novelty of this work lies in its systematization of approaches to state regulation of food security by linking the conceptual, organizational, managerial, methodological, and applied levels. The goal of the study is to determine the mechanisms that underlie modern state policy in this area and how they are applied in practice. The methodological framework is based on an analysis of scientific publications, comparative comparison, classification, and logical-analytical interpretation. This paper examines Russian-language research from 2023–2025 on sovereignty, security assessment, regional self-sufficiency, food accessibility, and sectoral governance. The practical value of the results lies in their potential use in developing agricultural and social policy programs, adjusting monitoring systems, and selecting government support instruments.
