Abstract: The article provides a comprehensive analysis of the current state, key trends and strategic challenges of the development of the grain-product subcomplex of the Russian agro-industrial complex in the period 2020-2024. Based on up-to-date data from Rosstat, the Ministry of Agriculture of Russia, the Federal Customs Service and scientific publications of recent years, the authors identify structural imbalances between commodity exports and deep processing, assess the impact of sanctions pressure on logistics and marketing chains, and analyze the growing climate risks. The methodological basis is a systematic approach that includes comparative analysis, economic and statistical methods, and structural and dynamic modeling. The scientific novelty lies in the development of the author's three-circuit model of strategic management of the subcomplex, which includes a contour of raw material stability, a contour of technological maturity and a contour of logistical adaptability. As a result, the need for a transition from the paradigm of quantitative growth to the paradigm of qualitative transformation based on the creation of domestic high-tech production chains with high added value is proved. A specific set of measures has been proposed to form a new industry strategy until 2030.
