Abstract: Work on the development of abandoned farmland has revealed a number of new problems. The article describes the current rules of agricultural land turnover, it is considered that they should be adjusted taking into account the implementation of the State Program for the involvement of abandoned agricultural lands in turnover. It is also proposed to establish additional requirements for bidders for abandoned plots (experience in agricultural production), allow agricultural organizations and farmers to purchase abandoned plots at auctions, even if the maximum allowable size for the region of the total area of farmland concentrated in this way is exceeded, and a number of other measures. At the same time, adjustments to these rules should be treated with caution, and this should be supported by concrete actions to inventory abandoned land, complete the delimitation of state-owned agricultural land, streamline the allocation of land shares, etc.
