Abstract: The article presents a comprehensive approach to the assessment of conditions for the development of human capital of agriculture, based on the analysis of individual components (blocks) of the infrastructure of rural areas and the industry as a whole. The following blocks of rural infrastructure were subject to analysis: education system (by levels: preschool, general), health care, housing, engineering and technical level, the state of trade and transport systems, territorial accessibility, physical education and sports, culture and leisure. The results of the analysis were used as a basis for calculating individual indices and a consolidated integral indicator characterizing the conditions of human capital development in rural areas. The maxi-min method was used for the integral assessment. The results of the study can be used by federal, regional and local authorities with the involvement of major industry representatives and private entrepreneurs to justify priority measures to develop rural infrastructure as a basis for the formation and improvement of human capital.
