Abstract: The article is devoted to the study of the most pressing problematic issues, debatable issues, as well as prospects and trends in the development of the domestic agri-food sector, taking into account the permanent influence of external and internal environmental factors. The purpose of the work is to assess the current state and develop the most effective organizational and managerial decisions aimed at ensuring sustainable and balanced development of the domestic agro-industrial sector, taking into account current challenges and global transformational changes. In the course of the study, the following results were achieved: the periodization of the stages of changes in the agri-food sector of the Russian Federation in historical retrospect was carried out; an assessment of the current state and dynamics of the development of the agro-industrial complex in the aspect of ensuring food security and the implementation of the import substitution policy was carried out; the main types of state support for investment in the field of agri-food production have been studied and systematized; the analysis of the main measures of state support for domestic breeding and seed production was carried out, the most relevant risks and ways to minimize them were identified and supplemented; the most relevant and promising areas for improving the efficiency of the domestic food supply sector have been formulated and summarized; the most significant priorities for the development of the domestic food complex for the near future have been proposed and substantiated; The key points and directions that need to be paid attention to within the framework of the implementation of modern agricultural policy and reform transformations of the domestic food market at the state level are identified.
