Abstract: It is shown that the fruit and vegetable subcomplex has been developing at a good pace in recent years, but has not yet achieved the indicators provided for in the Food Security Doctrine. The above concerns both the volume of production and the economic accessibility of fruit and berry and vegetable products for the population. It is concluded that the solution of these tasks requires the improvement of public administration of the considered subcomplex and the economy as a whole. The latter is due to the fact that the features of relations between its enterprises, between them and monopolists from the first sphere of the agro-industrial complex, the banking sector, as well as the state have a significant impact on the activities of the subcomplex. The facts that indicate that these relations are built on an unfair basis are presented. It is noted that due to the perishable nature of the products produced and a number of other reasons, agricultural producers are in the most vulnerable situation, and therefore they should be given the main attention in research. Based on best practices, a system of measures to improve the efficiency of the fruit and vegetable subcomplex is proposed.
