Abstract: The expediency of the strategy of increasing the capitalization of agricultural land, which is a necessary condition for the sustainable development of the countryside and overcoming the negative demographic trends typical for rural areas, is substantiated. The key feature of this strategy is identified: the formation of a sustainable trend to reduce the burden on the consolidated budget as it is implemented. Based on the combined results of previous studies, the prerequisites for the growth of prices for agricultural land are formulated: a sufficient level of market liquidity; income level of the rural population sufficient for capital formation; scientifically based land management. The necessity of gradual expansion of the coverage of rural areas with measures aimed at increasing land prices is substantiated, and the criteria for the readiness of territories for such measures are indicated. Suggestions are formulated for additional sources of financing for the costs of implementing the strategy, including inflow from trading quotas for the extraction or export of natural resources, including minerals.
