Abstract: The article notes that due to the aggravation of the crisis in the Russian economy in the near future, it will most likely not be possible to increase budget support for agricultural producers. In this regard, in the field of public administration, the need to implement the reserves for the development of the agro-industrial complex associated with the demonopolization of the economy comes to the fore. The unresolved nature of this problem has led to the aggravation of economic, social and environmental problems. This manifested itself, in particular, in the fact that, despite the large potential of the industry, and a third of a century that has passed since the beginning of reforms, the food problem in Russia is far from being solved. One of the main reasons for this is that the public administration system not only does not prevent, but, on the contrary, comprehensively stimulates the monopolization of the economy and the concentration of production in the agro-industrial complex and other areas of the country's economic complex. As a result, the prime cost and retail prices for agricultural products and products of its processing are growing rapidly, as a result of which every year they become less affordable for the main groups of the population. In addition, as the positions of monopoly enterprises, including large agricultural holdings, to which the state provides budget support as a priority, strengthen, the conditions for small agricultural producers become less and less favorable. Thus, the actual principle of the harmonious development of all forms of management is violated, it is not taken into account that these producers are the most sustainable and socially oriented, while agricultural holdings contribute to a decrease in employment and incomes of the rural population, its outflow to cities and the deterioration of the environment. In order to strengthen the economy of agricultural producers, increase the availability of food for the population, create more favorable prerequisites for the development of the social sphere of the village, and solve other problems of the agro-industrial complex, it is recommended to strengthen the influence of the state on the pricing policy of enterprises in the fuel and energy complex, retail chains and other monopolists, it is proposed specific measures in this area
