Abstract: The development of the domestic agro-industrial complex takes place in a complex and far ambiguous socio-economic situation caused by the strengthening and expansion of foreign sanctions against it, the aggravation of interstate relations, the instability of world prices for material and technical resources, the steady increase in food prices, the preservation of accumulated and the emergence of new problems. In this regard, it is necessary to form a paradigm of agrarian policy based on unified methodological approaches, which in turn implies the implementation of agricultural policy measures in at least three time horizons: until 2025, until 2030, until 2035 and for the longer term. This is due to the fact that the current regulatory legal acts do not contain clear vectors of socio–economic development of the agricultural sector, goals, objectives, as well as indicators characterizing the development of the agricultural sector of the economy. Unfortunately, the current paradigm of agrarian policy largely has a liberal basis, and meanwhile, the current situation dictates the need to focus on the use of domestic material and technical resources, providing the population with food based on rational consumption standards, in general, the formation of food independence in the broad sense of the term. In this regard, it is necessary to develop a paradigm of agrarian policy that takes into account geopolitical changes.
