Abstract: Scientific achievements and technological changes are important factors determining the modern economic development of the state. The ability to create, disseminate and use knowledge is the main source of competitive advantages, improving the quality of life. Some of the main features of this transformation are the growing influence of information and communication technologies on the economy and society; the application of the latest scientific achievements in new products and processes; a high level of innovation, the transition to more knowledge-intensive industries and services. Technological sovereignty means nothing more than autonomous action and decision-making in relation to technology and, above all, the possession of the right of final decision-making.
